This seminar will help builders understand where the 50% FEMA rule is coming from and why we all have to comply with it. Substantial Improvement and Substantial Damage (SI/SD) determination in flood zones have become the daily business of building departments in Florida ’s coastal area. How to handle the 50% FEMA rule successful is part of this essential seminar.


Presentation will cover:

 The role of FEMA, Flood Zones and the CCCL, Flood map and CCCL map examples, Base Flood Elevation (BFE) and Freeboard, Community Rating System (CRS), 50% FEMA Rule, Substantial Development Definition with examples, How GCs and all subtrades should handle rehab/repair/renovation projects in coastal areas, Different Municipalities – different rules, and Exceptions to the rule

Presented By: 


Patricia Staebler, SRA, RS, started her career in her family’s engineering office being responsible for cost estimation, construction budget, and site supervision. She is the founder of Staebler Appraisal and Consulting, a firm that concentrates on insurance appraisals, the 50% FEMA Rule appraisal and Capital Reserve Studies/Life Cycle Analysis. She developed/taught several seminars about the 50% FEMA Rule. She is the only appraiser-member of the Appraisal Institute in Florida teaching the 50% FEMA Rule appraisal to appraisers, builders, attorneys and municipalities. She is a published author, and her two recent publications are: “The 50% FEMA Rule Appraisal” in the The Appraisal Journal, a peer-reviewed magazine published by The Appraisal Institute and an article explaining the advantages of the ACV approach in the May 2019 newsletter The Insider of ASFPM. Patricia consults for municipalities, but also represents property owners, and serves as expert witness in litigation.
